Applicator refers to the individual flying the drone or running the piece of equipment that is dispensing agricultural chemicals. Applicators carry a “certification” and need to study the materials listed below to pass the tests for Category 11 Aerial and the Iowa Core knowledge. These tests also include information from the Category 1A,1B and 1C books so it may be necessary for an applicator to study those as well.

In order to legally spray with your drone in Iowa, an applicator must register his/her drone with both the Iowa DOT and have a valid N-number. Links to help with both of those processes are listed below. Also, in order to register your drone with the Iowa DOT you need to have a valid N-number.
Start by using this website https://registry.faa.gov/aircraftinquiry/Search/NNumberInquiry to find an N-number that is not currently in use.
Once you have found an N-number, use this website https://aircraft.faa.gov/e.gov/NN/reserve.aspx to reserve your N-number. There is a small fee but it seems to speed the process up if you preselect an N-number.
Next, you must register your application drone with the Iowa DOT.
Company Requirements
Iowa requires that application companies possess a license to professionally spray chemicals on other growers’ land. In order to acquire a Custom Applicator Company License you need to have your Part 137, Appropriate exemption, proof of insurance for all drones that you will be flying, N-number(s), Iowa DOT proof of registration and Certification(s) for all applicators that will be flying. The best way to apply for and acquire a company license is to create a login for the IDALS portal and load all of your information there to apply for a Custom Applicator Aerial Application License.
